NEWS17.05.08 Investment and institutional development is one of the key tasks of the Messages from the President of UkraineMessage of the President Victor Yushchenko to the Verkhovna Rada of Ukraine on the internal and external situation of Ukraine (hereafter - Message) was promulgated on May 16, 2008.
Among the most important issues of socio-political life of the country the President raised a number of issues related to investment and institutional development.
The President noted in particular that the potential of Ukraine attracts investors. This is confirmed by the growth of total foreign direct investment in third (at 36.5% to $29.5 billion) of investment in fixed capital - at 29.8%. According to the Head of State, it is a good foundation for economic growth, increasing salaries, pensions, social standards.
The proposed by the President plan includes preservation of macroeconomic stability as a prerequisite for structural reforms and guarantee that social reform will not be devalued.
For this purpose, the President called on parliament and government to reform public policy development and expand business opportunities for all the necessary entrepreneurial initiatives, to take immediate tax code, which must decide such issues as forecasting tax rules, the stimulation of investment and of energy saving measures, reform of the tax system for small business, solution to the problem of VAT refund.
According to the President of Ukraine one more important task is protection of property rights, especially shareholders. With this aim, he proposes to specify the most stringent criminal liability for corporate raid, enact a law "On Joint-Stock Companies" and to improve legislation in regulation of the activities of depository.
The President called to unite all efforts of the State and entrepreneurs forces to upgrade national infrastructure, how to create more favourable conditions to attract extra-budgetary funds, private capital and investment. Interim guidance in this direction, he defines the holding in Ukraine the final part of the European Football Championship in 2012, to which the infrastructure must be reequipped, and the investment plan of development must be implemented.
