According to the Law of Ukraine “On innovation activity” innovation infrastructure represents complex of enterprises, organizations, institutions, its unions, associations of any forms of ownership, which serves to ensure innovation activity: financial, advisory, marketing, informational and communicational, juridical, educational, etc. Innovation infrastructure represents as “nutrient medium”, that ensures favorable conditions for interaction between innovation activity entities.

 

Main elements of innovation infrastructure are State innovation financial and credit institutions, venture companies and funds, zones if intensive scientific and technical development (techno policies), technological parks (techno parks), innovation centers (technological, regional, branch), incubator (innovational, technological, innovation business), consulting (consultative) firms etc.

 

The Law of  Ukraine “On alterations to the Law of Ukraine “On special regime of technological parks of innovation activity” and other Laws of Ukraine” dated January 12, 2006, defined legal and economic principles  of conducting and functioning  of innovation activity special regime for such technological parks as:

The CMU Draft Order “On approval of the national innovation system development Conception and confirmation the measure plan on its realization” was developed by the State Agency of Ukraine for Investments and Innovations for implementation of the President’s of Ukraine decree dated July 11, 2006 №606/ 2006 “On the decision of National Security and Defense Council of Ukraine dated April 6, 2006 “On the situation of scientific and technological sphere and measures on ensuring innovation development of Ukraine” and correspondent commissions of the Prime-minister of Ukraine dated July 19, 2006 №25104/1/1-06.

 

Draft order was developed with an aim to improve the type of Ukrainian economy organization, at which the main sources of stable economic growth are scientific knowledges and their technological application that gives ability to ensure economic development and consolidation of Ukraine at the world market of high-tech products and services.

 

The tasks of Draft order are to define the legal principles in realization of National innovation system (NIS) aims, concrete definition of its structure, ensuring of systematic and consistent forming in time and space of separate NIS segments, such as: institutional way innovation economy, technological priorities of industrial economy innovation development, financing of scientific and technical and innovation activity, development of innovation business and incorporeal right entities.

 

In April 12, 2007 according to the order № 23 of the State Agency of Ukraine for Investments and Innovations to implement the President’s of Ukraine Decree dated July 11, 2006 № 606 “On decision of  National Security and Defense Council of Ukraine dated April 6, 2006 “On the situation of scientific and technological sphere and measures for ensuring innovation development of Ukraine” was formed the State Enterprise “The National Center for implementation of Branch Innovative Programs” (SE “NCIBIP”) with an aim to develop and implement innovation programs and innovation infrastructure development.

 

In May 15, 2007 in National technical university of Ukraine “KPI” solemn ceremony of signing the agreement on the formation of “Scientific park “Kyiv polytechnic” took place. Founders of corporation “Scientific park “Kyiv polytechnic” are National technical university of Ukraine “Kyiv Polytechnic Institute” and the State Enterprise of the State Agency of Ukraine for Investments and Innovations “The National Center for implementation of Branch Innovative Programs”.

 

The activity of corporation “Scientific park “Kyiv polytechnic”, according to the Law of Ukraine dated December 22, 2006 №523-V, is directed at the intensification of processes of developing, production, implementation of high-tech products at domestic and foreign markets, increasing of incomes to the State and local budgets by joining education, science and production, with an aim to speed up the innovation development of Ukrainian economy. The formation of corporation gives an ability to create high intellectual production, to accomplish scientific and recruiter accompaniment of its industrial output and to place to the markets.

 

In May 22, 2007 in Vinnitsa solemn ceremony of signing agreement on cooperation between new corporation “Scientific park “Kyiv polytechnic” and Vinnitsa Regional State Administration took place. The agreement provides foundation of the first in Ukraine branch (office) of techno police  in Vinnitsa region, like silicone valley  in USA, which is well-known example of successful development of innovation infrastructure thanks to the help of academic centers of the State side and attraction business for investing scientific designs.

 

By the Law of Ukraine “On the State budget of Ukraine for 2007” the State Agency of Ukraine for Investments and Innovations is defined as a main superintendent of budget costs at the rate 50 mln hrn on budget program (KPKVK 6241040) “Upkeep of regional centers  of innovation development and implementation of regional and branch innovation programs”.

 

In accordance with the CMU decree dated May 3, 2007 №255-p “Issue on formation of regional centers of innovation development” the State Agency of Ukraine for Investments and Innovations during the period of May – July of a current year created national network of regional centers of innovation development as budget institutions.
